What Is Climate Trust and Why It Matters

In 2024, Pew Research Center found that 64% of U.S. adults said climate change was affecting their local community at least “some,” yet nearly half also reported feeling confused by the volume of climate information they encounter. That gap captures the central challenge of climate trust: people can see smoke, floods, heat, and rising insurance costs, but still struggle to decide which explanations and solutions deserve confidence.

Climate trust is the public’s confidence that climate information is accurate, transparent, relevant, and offered in good faith. It is not blind faith in scientists or government agencies. It is a practical judgment about whether evidence, expertise, institutions, and communicators are reliable enough to guide decisions.

That judgment matters because climate science asks people to connect personal experience with systems they cannot directly observe: atmospheric chemistry, ocean heat uptake, ice-sheet dynamics, energy infrastructure, and long-term risk. A person can feel a heat wave. They cannot personally measure the global energy imbalance. For that, they must rely on institutions such as the Intergovernmental Panel on Climate Change, NASA, NOAA, national meteorological agencies, universities, and peer-reviewed research networks.

When climate trust is high, communities are more likely to heed evacuation warnings, support infrastructure investment, accept energy transitions, prepare for health risks, and distinguish scientific uncertainty from political spin. When trust is low, even accurate forecasts can fail to change behavior. The result is not merely disagreement. It is delayed action, higher costs, and avoidable harm.

Climate trust also shapes how people interpret uncertainty. Climate science rarely says every outcome is certain. It uses probabilities, confidence levels, ranges, and scenarios. That language is scientifically honest, but it can sound evasive to non-specialists. A trusted communicator can explain that uncertainty cuts both ways: some outcomes may be less severe than projected, while others may be worse or arrive faster.

The core issue is not whether every citizen can become a climate scientist. They cannot, and they should not have to. The issue is whether public institutions can make climate evidence understandable enough, transparent enough, and locally relevant enough that citizens can make informed choices.

Current State of Public Trust in Climate Science

In its 2024 survey on public trust in scientists, Pew Research Center reported that 76% of Americans had a great deal or fair amount of confidence in scientists to act in the public’s best interests, up slightly from 73% in 2023 but still below the 87% recorded in April 2020. Trust remains substantial. It is also fragile.

The partisan divide is large. Pew found that 88% of Democrats and Democratic-leaning independents expressed confidence in scientists, compared with 66% of Republicans and Republican leaners. The gap does not mean one side lacks concern about weather, health, or local risk. It means climate information often arrives through political filters before it reaches personal judgment.

Yale Program on Climate Change Communication data show a similar pattern of broad concern paired with uneven engagement. In its Yale Climate Opinion Maps, based on more than 32,000 respondents collected from 2008 through fall 2024, Yale estimated that 72% of Americans think global warming is happening. Yet local estimates vary sharply. Yale notes that only 53% of people in Emery County, Utah, agree, while nearby Grand County, Utah, is estimated at 72%.

That geographic spread is crucial. Climate trust is not distributed evenly across the country. It is shaped by local economies, media ecosystems, religious and cultural identity, political leadership, recent disasters, and whether climate policy is perceived as a benefit or a threat.

Trust also varies by messenger. In Yale and George Mason’s Fall 2024 report on perceptions of the health harms of global warming, Americans trusted first responders and primary care physicians most among tested sources, at 60% each. Climate scientists were trusted by 50%, the Centers for Disease Control and Prevention by 48%, the American Medical Association by 47%, local public health departments by 45%, the World Health Organization by 44%, the Environmental Protection Agency by 43%, environmental organizations by 40%, television weather reporters by 36%, and journalists by 20%.

Those numbers point to a practical lesson: climate trust is often strongest when information comes from people who are close to daily life. A doctor explaining heat-related heart risk may reach audiences who tune out a national climate speech. A firefighter discussing wildfire behavior may carry more credibility than a distant institution. A local meteorologist connecting warmer nights to health stress may make climate science feel less abstract.

Globally, concern remains high. Pew’s 2025 Global Attitudes Survey found a median of 67% across 25 countries saying global climate change is a major threat to their country. Earlier Pew polling across 19 advanced economies in 2022 found a median of 75% calling climate change a major threat. The direction is clear: climate concern is mainstream, but concern does not automatically translate into trust in every proposed policy, institution, or messenger.

Factors That Erode Trust in Climate Information

In Pew’s 2024 climate survey, 51% of U.S. adults said climate news had made them feel suspicious of the groups and people pushing for action on climate change; among Republicans, the figure was 75%. Suspicion is not a marginal issue. It is one of the main barriers to climate trust.

Several forces erode confidence.

The first is political identity. Climate science is often heard not as evidence but as a signal of group affiliation. If a person believes climate policy threatens their job, community, faith, or political tribe, they may reject the science because accepting it feels like accepting a hostile agenda. Anthony Leiserowitz, director of the Yale Program on Climate Change Communication, has long emphasized that Americans are not one climate audience. Yale’s “Global Warming’s Six Americas” framework separates the public into segments ranging from Alarmed to Dismissive, showing that people differ not only in belief but also in worry, motivation, and openness to messages.

The second is confusion between science and policy. The statement “human activities are warming the planet” is a scientific finding. The statement “this specific tax, subsidy, regulation, or infrastructure plan is the best response” is a policy argument. When communicators blur the two, audiences may treat disagreement over policy as proof that the science itself is unsettled.

The third is misinformation. False claims often spread faster when they are simple, repeated, and emotionally satisfying. Climate misinformation commonly argues that warming has stopped, that scientists changed terminology because “global warming” failed, that volcanoes emit more carbon dioxide than humans, or that climate models are useless. These claims persist despite decades of evidence to the contrary. Their power lies less in factual strength than in repetition and identity reinforcement.

The fourth is poor communication. Pew found in 2024 that only 45% of U.S. adults described research scientists as good communicators, while 52% said that phrase did not describe them well. That is a warning sign. Strong evidence can lose public force if it arrives wrapped in jargon, caveats, acronyms, and institutional defensiveness.

The fifth is lived economic pressure. A family dealing with high energy bills, housing costs, or job insecurity may hear climate policy as another demand from elites. If climate action is framed only as sacrifice, trust erodes. People ask: Who pays? Who benefits? Who decides?

The sixth is past institutional failure. Communities that have experienced neglect, pollution, discriminatory planning, or broken promises have rational reasons to scrutinize official claims. For climate trust to grow, institutions must acknowledge that history rather than assume skepticism is ignorance.

Katharine Hayhoe, a climate scientist and communicator, often argues that the most effective climate conversations begin with shared values rather than facts alone. That does not mean facts are optional. It means facts need a bridge. People trust information more readily when they see how it connects to health, safety, faith, stewardship, jobs, farming, fishing, or their children’s future.

How Scientific Consensus Builds Credibility

The IPCC’s Sixth Assessment Report states that human activities, principally greenhouse gas emissions, have “unequivocally” caused global warming, with global surface temperature reaching 1.1°C above 1850-1900 levels in 2011-2020. That word, “unequivocally,” was not casual. It reflected decades of accumulated evidence across physics, chemistry, observations, models, paleoclimate research, and attribution science.

Scientific consensus builds credibility because it is not a show of hands. It is a convergence of independent evidence. Thermometers show rising temperatures. Satellites detect changes in outgoing radiation. Oceans have absorbed most of the excess heat. Glaciers and ice sheets are losing mass. Sea levels are rising. Species ranges are shifting. Heat extremes are becoming more frequent. The fingerprints match greenhouse gas forcing.

The IPCC process is designed to assess that evidence conservatively. Hundreds of scientists review thousands of studies. Governments scrutinize summaries line by line, but the underlying scientific assessment remains anchored in published research. Findings are assigned calibrated language: “high confidence,” “very high confidence,” “likely,” “very likely,” and “virtually certain.” That language can sound technical, but it is part of why the IPCC carries authority.

AR6 found with high confidence that human-caused climate change is already affecting many weather and climate extremes in every region across the globe. It also found that ocean warming accounted for about 91% of the heating in the climate system, with land warming, ice loss, and atmospheric warming accounting for smaller shares. Those numbers matter because they show the climate system is not responding randomly. It is accumulating energy in measurable ways.

Consensus also helps the public separate live scientific debates from settled fundamentals. Scientists still debate important questions: how quickly ice sheets may destabilize, how regional rainfall patterns will shift, how clouds will amplify or dampen warming, how much methane feedbacks may matter, and which adaptation strategies work best. Those debates do not undermine the core finding that human-caused greenhouse gases are warming the planet.

A useful comparison is medicine. Doctors may disagree about the best treatment plan for a particular patient while still agreeing that smoking raises cancer risk. That distinction is central to climate trust. Disagreement at the frontier is normal. Agreement on fundamentals is meaningful.

Public understanding of consensus remains incomplete. Yale and George Mason surveys have repeatedly found that many Americans underestimate the level of agreement among climate scientists. That “consensus gap” matters because perceived scientific disagreement can reduce public concern and delay support for action.

The challenge is to communicate consensus without sounding like an appeal to authority. The stronger approach is to explain why scientists agree: multiple lines of evidence, tested models, observed changes, physical mechanisms, and repeated review.

Strategies for Rebuilding Climate Trust

A patient in a heat-prone city may not search for “radiative forcing,” but they will listen when a doctor explains that extreme heat can worsen kidney disease, asthma, pregnancy outcomes, and cardiovascular risk. That is how climate trust often grows: through concrete, local, human stakes.

The first strategy is localizing the evidence. National averages are useful, but people live in counties, neighborhoods, farms, floodplains, and school districts. A local heat trend, flood map, wildfire smoke record, or crop-risk analysis can make climate science tangible. Climate Central’s Climate Matters program was built around this premise, giving meteorologists and journalists localized, science-based graphics and reporting resources. The program began in 2012 with 10 meteorologists receiving content; Climate Central later reported that about half of U.S. TV weathercasters had requested its weekly materials.

The second strategy is using trusted messengers. Yale’s Fall 2024 health survey found first responders and primary care physicians at the top of trusted sources for information about climate-related health harms. That suggests a broad communications network: doctors, nurses, emergency managers, firefighters, farmers, extension agents, faith leaders, teachers, and local weathercasters.

The third strategy is separating science from policy preference. Communicators should be clear when they are describing evidence and when they are evaluating choices. For example: “Sea level is rising” is evidence. “This city should choose managed retreat over seawalls” is a policy judgment. The second may be justified, but it requires values, costs, equity, and trade-offs.

The fourth strategy is showing the receipts. Trust rises when people can see where numbers come from, how projections are made, what assumptions are built into scenarios, and what has changed over time. Transparency is not a luxury. It is the foundation of credibility.

The fifth strategy is acknowledging uncertainty without weakening the message. Saying “we do not know the exact rainfall total in 2050” is honest. Saying “we know warmer air can hold more moisture and intensify heavy precipitation in many settings” is also honest. Climate trust depends on both.

The sixth strategy is avoiding contempt. Mocking skeptics may satisfy insiders, but it rarely persuades. Many people hold mixed views: they may accept warming but doubt policy motives; trust local weather reports but distrust national media; support clean energy but fear job loss. Treating those distinctions seriously is not pandering. It is accurate audience analysis.

The seventh strategy is connecting climate action to visible benefits. Cleaner air, lower cooling bills, safer housing, flood protection, grid reliability, and reduced health costs are not side notes. They are often the most credible entry points for public support.

The Role of Institutions and Governments

NOAA’s Weather-Ready Nation Ambassador program reached 10,000 participating organizations, a reminder that trust in climate and weather risk is built through networks, not only through federal reports. Government credibility depends on whether institutions show up before, during, and after danger.

Institutions have three core responsibilities.

First, they must protect scientific independence. Climate agencies need the freedom to publish findings without political editing or suppression. When data are perceived as manipulated, trust collapses quickly. Public access to raw observations, methods, and model assumptions helps guard against that risk.

Second, governments must communicate risk plainly. A flood map that residents cannot understand is a failed public safety tool. A heat warning that does not reach outdoor workers, elderly residents, renters, and people without air conditioning is incomplete. Translation, accessibility, trusted distribution channels, and repeated outreach matter.

Third, institutions must align climate policy with fairness. Public trust weakens when climate action appears to burden households while powerful industries avoid accountability. It also weakens when communities most exposed to heat, flooding, pollution, or wildfire smoke are last to receive protection.

The IPCC has emphasized that vulnerable communities that contributed least to current climate change are disproportionately affected. That is not only an ethical finding. It is a trust issue. People are more likely to believe institutions when risk reduction reaches those at greatest risk.

Governments can also build trust through performance. Accurate hurricane forecasts, reliable heat alerts, transparent air-quality monitoring, and well-maintained flood infrastructure teach the public that climate information has practical value. Each successful warning is a deposit in the trust account. Each failure is a withdrawal.

The private sector has a role as well. Utilities, insurers, banks, builders, and food companies increasingly translate climate risk into prices, investment decisions, and supply chains. If those actors communicate honestly, they can help people understand material risk. If they exaggerate, greenwash, or hide exposure, they deepen cynicism.

Media institutions face their own test. Pew’s finding that only 20% of Americans trusted journalists for information about the health harms of global warming should trouble every newsroom. The answer is not less climate coverage. It is better climate coverage: more local reporting, more data literacy, fewer performative debates, clearer correction of falsehoods, and more attention to solutions that are already being tested.

Case Studies: Successful Climate Trust Campaigns

Bangladesh’s cyclone preparedness system shows what trust can mean in lives saved. The 1970 Bhola cyclone killed at least 300,000 people. The 1991 Bangladesh cyclone killed more than 138,000. Since then, Bangladesh has expanded early warning systems, cyclone shelters, volunteer networks, and evacuation planning through the government and the Bangladesh Red Crescent Society’s Cyclone Preparedness Programme. Major storms still cause devastation, but improved warning and response systems have sharply reduced death tolls compared with the worst historical disasters.

The lesson is not that Bangladesh solved cyclone risk. It has not. The lesson is that forecasts save lives only when people trust the warning, know what to do, and have somewhere to go. Climate trust becomes operational: a volunteer knocks on a door, a family believes the alert, a shelter is accessible, and the warning arrives in time.

A second case is local broadcast meteorology in the United States. For years, climate coverage suffered from abstraction: polar bears, global averages, distant dates. Climate Matters changed the frame by helping weathercasters connect climate change to local heat, rainfall, allergy seasons, coastal flooding, and extreme weather. Because local meteorologists often have daily relationships with audiences, they can explain climate trends without sounding like national political actors.

A third case is public health communication around heat. Cities such as Phoenix, Miami-Dade County, and Los Angeles have expanded heat offices, cooling centers, warning systems, and public messaging as extreme heat has become more dangerous. The most effective efforts translate climate risk into immediate guidance: check on older neighbors, avoid peak outdoor labor when possible, know signs of heat stroke, use cooling sites, and understand nighttime heat danger. Trust grows when advice is specific and usable.

A fourth case is the Montreal Protocol, although it addressed ozone-depleting substances rather than climate change directly. Scientists identified the ozone threat, governments negotiated a global treaty in 1987, industries shifted chemicals, and the ozone layer began a long recovery. The protocol worked because evidence, policy design, industry adaptation, and international monitoring reinforced one another. It remains a powerful example of science-based environmental governance earning public legitimacy over time.

A fifth case is climate communication in faith communities. Katharine Hayhoe, an atmospheric scientist and evangelical Christian, has shown how climate science can be discussed through stewardship, care for neighbors, and responsibility rather than partisan identity. That model matters because many Americans do not reject climate science after reading technical papers. They reject it because they think it belongs to another tribe. Trusted messengers can change that.

These cases share a pattern. Climate trust rises when information is local, repeated, transparent, connected to values, and paired with practical action.

Future Outlook: Trust as a Driver of Climate Action

The world has already warmed about 1.1°C above preindustrial levels for 2011-2020, according to the IPCC AR6 Synthesis Report, and the choices made this decade will shape risks for decades. Climate trust is no longer a soft communications issue. It is infrastructure for action.

The next phase of climate politics will be less about whether climate change exists and more about who is trusted to manage the response. People will judge climate action through electricity bills, insurance premiums, disaster recovery, job quality, public health, food prices, and neighborhood safety. If policies are opaque or unfair, distrust will grow even as climate impacts worsen. If policies deliver visible benefits, trust can compound.

The data show both risk and opportunity. Pew found that 83% of Americans supported tax credits for home energy-efficiency improvements and 79% supported tax credits for businesses developing carbon capture technologies. Those are large majorities. At the same time, Americans were evenly split on whether climate policies usually help or hurt the economy, at 34% each. Public support is available, but it is conditional.

Climate trust will depend on proof. Do clean-energy investments create durable local jobs? Do flood projects protect the neighborhoods most at risk? Do utilities keep power reliable as heat waves intensify? Do agencies admit errors? Do scientists explain what they know without overstating precision? Do journalists correct misinformation without turning every story into a partisan fight?

The strongest path forward is neither alarm without agency nor optimism without evidence. It is realism with accountability. Climate change is serious. Solutions exist. Costs are real. Delay raises them. Communities need information they can test against experience.

Trust is built in layers: a forecast that proves accurate, a doctor who explains heat risk clearly, a city that opens cooling centers before a heat wave peaks, a scientist who states uncertainty plainly, a newsroom that shows its data, a government that protects people rather than merely announcing plans.

Climate trust will not require every person to agree on every policy. Democracies do not work that way. It will require enough shared confidence in evidence that public debate can move from denial and suspicion toward judgment and action. That is the threshold that matters. Without it, climate science remains knowledge on a shelf. With it, knowledge becomes preparation, protection, and change.
