What Does Trust Mean in the Climate Conversation?
In Pew Research Center’s October 2024 U.S. survey, 76% of adults said they had a great deal or fair amount of confidence that scientists act in the public’s best interests, while only 45% described research scientists as good communicators. That gap explains much of the climate problem: many people do not reject expertise outright; they hesitate when expertise feels distant, politicized, or misaligned with the institutions they already trust.
Trust in climate change is not a single switch. It is a layered judgment about competence, honesty, shared values, and consequences. A person may accept that global temperatures are rising but distrust a carbon tax. A farmer may believe the seasons are changing but distrust a national environmental agency. A churchgoer may listen to climate scientists yet take moral cues from a pastor, imam, rabbi, or elder. These are all climate belief systems: webs of scientific understanding, political identity, local experience, religious teaching, economic anxiety, and social belonging.
The Yale Program on Climate Change Communication has spent more than a decade mapping this terrain through its “Global Warming’s Six Americas” framework: Alarmed, Concerned, Cautious, Disengaged, Doubtful, and Dismissive. Yale reports that the Alarmed grew from 11% of U.S. adults in 2015 to 25% in 2025, while the combined Alarmed and Concerned groups rose from 42% to 52%. The lesson is not simply that more Americans believe climate change is serious. It is that climate attitudes move when trusted messengers, lived experience, and social norms reinforce one another.
Trust also has a practical dimension. People ask: Who pays? Who benefits? Who loses status? Will new rules raise bills, threaten jobs, or impose values from outside? Pew’s 2024 climate survey found that Americans were evenly split on whether climate policies usually help or hurt the U.S. economy, at 34% each. That split is not about atmospheric chemistry. It is about the credibility of institutions promising a fair transition.
A trustworthy climate conversation therefore has to do more than repeat facts. It must show respect for people’s communities, name trade-offs honestly, distinguish scientific findings from policy preferences, and connect planetary risk to familiar duties: protecting children, preserving land, stewarding resources, keeping homes safe, and honoring obligations to neighbors.
The Role of Faith and Belief Systems in Climate Attitudes
In Pew Research Center’s 2022 report “How Religion Intersects With Americans’ Views on the Environment,” only 34% of evangelical Protestants said global climate change was an extremely or very serious problem, compared with 68% of adults in historically Black Protestant churches and 70% of religiously unaffiliated adults. Faith does not create one climate position. It creates moral languages through which climate risk is interpreted.
For many religious communities, climate action is grounded in stewardship. Pope Francis’s 2015 encyclical Laudato Si’ framed ecological damage as a moral crisis tied to poverty, consumption, and intergenerational responsibility. In Jewish communities, climate advocacy often draws on teachings about repairing the world, or tikkun olam. Muslim environmental organizations frequently emphasize khalifa, the human role as steward or trustee of creation. Indigenous traditions often approach climate not as an abstract emissions problem but as a disruption of reciprocal obligations among land, water, ancestors, and future generations.
Yet faith can also slow climate conviction when environmental warnings appear to compete with divine sovereignty, economic survival, or end-times belief. Pew found that among Americans who do not see climate change as serious, 23% of Republicans said the view that “God is in control of the climate” completely or mostly described their reasoning, compared with 2% of Democrats. That finding should be handled carefully. It does not mean religious belief is inherently anti-climate. It means theological interpretation interacts with partisanship, media, trust, and identity.
The strongest predictor in Pew’s religion-and-climate analysis was not religion alone but political affiliation. Democrats and Democratic-leaning adults were far more likely than Republicans and Republican leaners to say climate change was an extremely or very serious problem, 83% versus 25%. When Pew controlled for party, age, education, race, income, religious affiliation, and religious commitment, the independent effect of religion became smaller, though still visible in some groups.
That matters for communication. A sermon about caring for creation may reach people who tune out a federal climate report. A local farmer describing crop losses may persuade where a national advocacy campaign fails. A youth group installing solar panels on a church roof may normalize action without forcing an ideological conversion. Belief moves most readily when new information can be accepted without betraying one’s people.
Public Trust in Climate Science: Current State
Pew Research Center’s 2024 work shows a paradox: confidence in scientists has stabilized after pandemic-era decline, but suspicion around climate advocacy remains high. In its December 2024 climate survey, 51% of U.S. adults said climate news had made them feel suspicious of groups and people pushing for action on the issue; among Republicans, that figure was 75%.
That is the terrain climate science enters. The Intergovernmental Panel on Climate Change has concluded that human influence has unequivocally warmed the atmosphere, ocean, and land. NASA and NOAA have documented rising global temperatures, shrinking Arctic sea ice, ocean heat accumulation, and accelerating sea-level rise. The scientific foundation is exceptionally strong. Public interpretation is less stable.
Pew’s 2024 U.S. survey on trust in scientists found a large partisan gap: 88% of Democrats and Democratic-leaning adults expressed confidence in scientists to act in the public interest, compared with 66% of Republicans and Republican leaners. That Republican figure was up 5 percentage points from the previous year, suggesting trust can recover. Still, the divide shapes climate policy because climate science is rarely received as science alone. It arrives attached to regulation, energy prices, cultural identity, and political messengers.
Internationally, trust varies by country and institution. Pew Research Center’s global climate polling has repeatedly shown that publics differ sharply in how threatened they feel by climate change, how much they trust institutions, and whether they think governments are doing enough. A separate large cross-national research effort, the Trust in Science and Science-Related Populism project, surveyed more than 70,000 people in 68 countries and found that trust in scientists was “moderately high” overall, with no country showing low overall trust on its index. A related 68-country study on climate scientists found a trust gap: climate scientists were generally trusted, but often slightly less than scientists as a whole.
Yale’s international Six Audiences research adds another layer. In a 2022 survey with Data for Good at Meta covering nearly 200 countries and territories, Yale found that half or more respondents were Alarmed in 29 countries and territories. Chile ranked at 65%, Mexico at 64%, Malawi at 63%, Bolivia at 62%, and Sri Lanka at 61%. Among major emitters included in the study, the United States had one of the largest shares of Doubtful or Dismissive respondents, at 22%.
The pattern is clear. Trust in climate science is not simply a measure of scientific literacy. It reflects national histories, media systems, religious cultures, partisan sorting, economic dependence on fossil fuels, and whether people believe climate institutions see them as partners or obstacles.
Barriers to Climate Trust and How to Overcome Them
In Yale’s global Six Audiences comparison, the United States had a larger Doubtful-or-Dismissive share than many other high-emitting countries, even though it also has deep scientific capacity, elite universities, and frequent extreme-weather coverage. Information supply is not the only barrier. Identity can be stronger than evidence.
Dan Kahan’s cultural cognition research at Yale Law School helps explain why. Kahan and colleagues have shown that people often process contested scientific information in ways that protect their standing within cultural groups. In climate politics, accepting a fact can feel like accepting an opposing tribe’s worldview. The mind is not simply asking, “Is this true?” It is also asking, “What happens to me socially if I agree?”
This is motivated reasoning. It does not mean people are foolish. Often, it means they are socially rational. If a person’s family, church, workplace, or political community treats climate concern as betrayal, disbelief can protect belonging. Conversely, in communities where climate concern signals compassion, intelligence, or moral seriousness, belief is reinforced.
Other barriers are more concrete. Many people distrust climate policy because they have seen economic transitions handled badly. Coal communities remember job losses. Rural residents may fear land-use conflicts from transmission lines or wind development. Low-income households worry about energy prices. Communities of color may distrust government agencies because of historic environmental racism, from toxic siting to disaster neglect.
Overcoming these barriers requires a different posture. Climate communication works better when it begins with shared stakes rather than accusation. A coastal mayor talking about flood insurance, a nurse describing heat illness, a pastor speaking about care for creation, or a veteran discussing energy security may reach audiences that would reject a partisan climate message.
Several practices build trust:
First, separate scientific confidence from policy certainty. Scientists can state that greenhouse gases warm the planet while acknowledging that communities must debate the fairest policy design.
Second, use local evidence. A global temperature chart matters, but so does a county’s flood map, a city’s heat-island data, or a farmer’s planting calendar.
Third, show costs and benefits honestly. Overpromising damages credibility. So does pretending fossil fuel workers do not face disruption.
Fourth, widen the messenger base. Climate belief systems change when people hear from those they already trust: clergy, physicians, emergency managers, farmers, engineers, military leaders, and local business owners.
Finally, invite participation. Pew’s 2024 trust survey found that only 45% of Americans see research scientists as good communicators. Listening is part of communication. Communities that help design adaptation plans are more likely to trust them.
Building Climate Conviction: From Awareness to Action
In Pew’s 2024 climate survey, 64% of Americans said climate change currently affects their local community at least some, yet only 23% expected to make major sacrifices in their everyday life during their lifetime because of climate change. Awareness is widespread. Conviction is thinner.
The gap between belief and action is one of the central problems in climate politics. Many people accept climate change, worry about it, and still do little. Yale’s Six Americas framework is useful here because it distinguishes the Alarmed from the Concerned. The Concerned accept the seriousness of human-caused warming but often see impacts as distant or lower priority. They do not need another basic explanation of the greenhouse effect. They need urgency, agency, and trusted pathways for action.
Conviction grows when people see three things at once: the threat is real, action is possible, and people like them are already acting. That third element is often overlooked. Social proof matters. When solar panels appear on a neighbor’s roof, when a school district buys electric buses, when a congregation discusses energy efficiency, climate action becomes less abstract.
Public health framing can also shift conviction. Heat is not ideological when an elderly neighbor lacks air conditioning. Wildfire smoke is not theoretical when children with asthma stay indoors. The Lancet Countdown has warned repeatedly that climate change is already harming health through heat exposure, disease risk, food insecurity, and air pollution. In the United States, NOAA has documented a long-term rise in billion-dollar weather and climate disasters. These facts do not replace moral narratives; they give them urgency.
Faith communities can play a special role because they already organize around obligation. Interfaith Power & Light, GreenFaith, Islamic Relief Worldwide, and many local denominational climate ministries frame action as service, not lifestyle branding. That matters. A household may ignore a national decarbonization target but join a church weatherization drive. A mosque may host disaster-preparedness training. A synagogue may connect food justice to climate resilience.
The most durable climate conviction is not panic. Panic burns out. Conviction ties knowledge to identity and practice: voting, preparing, conserving, investing, building, teaching, and caring. It turns climate concern from a mood into a habit.
Case Studies: Communities Where Trust Drove Climate Results
After Hurricane Katrina in 2005, many New Orleans residents trusted neighborhood churches, mutual-aid groups, and local organizers more than distant agencies. In the years that followed, community-based resilience work became a core part of rebuilding, from neighborhood disaster networks to advocacy around wetlands, housing, and flood protection. The science of storm surge mattered, but trust determined who heard warnings, who evacuated, who returned, and who believed recovery plans were meant for them.
A second example comes from faith-based energy work. Interfaith Power & Light, founded in 2000, has worked with thousands of congregations across the United States on energy efficiency, renewable power, and climate advocacy. The model is simple: translate emissions reductions into moral stewardship and household savings. A church installing solar panels is not just making an energy choice. It is making a public statement that climate action belongs inside ordinary community life.
In the United Kingdom, climate concern within the Church of England helped push institutional change. The church’s national investing bodies committed to divesting from fossil fuel companies that were not aligned with climate goals, and many dioceses have pursued net-zero plans for church buildings. The impact is not measured only in tons of carbon. It is measured in legitimacy. When a centuries-old institution treats climate as a fiduciary and moral issue, it changes what counts as responsible leadership.
In Bangladesh, one of the world’s most climate-vulnerable countries, cyclone preparedness has depended heavily on local trust networks. The Cyclone Preparedness Programme, supported by the government and the Bangladesh Red Crescent Society, has trained tens of thousands of volunteers who help deliver warnings and organize evacuations. Bangladesh has dramatically reduced cyclone mortality over recent decades through shelters, early warning, and community mobilization. Technology mattered. So did trusted messengers who could move people before landfall.
In the Pacific, churches have been central to climate advocacy because they are among the most trusted institutions in countries facing sea-level rise. Leaders from Fiji, Tuvalu, Kiribati, and other island nations often frame climate change as an existential issue and a moral test for high-emitting countries. The Pacific Conference of Churches and local faith leaders have connected relocation, loss, sovereignty, and stewardship in ways that diplomatic language alone cannot.
These cases share a pattern. Climate results improve when institutions with scientific knowledge partner with institutions that hold social trust. Neither can do the job alone. A flood model cannot comfort a family. A sermon cannot calculate sea-level rise. Together, they can motivate preparation, policy, and persistence.
The Future of Trust in Climate Policy and Governance
In Pew’s 2024 climate survey, 83% of Americans supported tax credits for home energy-efficiency improvements, and 79% supported tax credits for businesses developing carbon-capture technologies. Even in a polarized country, some climate policies command broad support when they are framed around practical benefits rather than symbolic victory.
The future of climate governance will depend on whether leaders can build that kind of trust at scale. The technical agenda is already vast: clean power, transmission, storage, industrial decarbonization, methane reduction, climate-smart agriculture, resilient housing, managed retreat, disaster insurance reform, and adaptation finance. The social agenda is just as demanding. People must believe that institutions are competent, honest, fair, and accountable.
Climate policy fails when it treats trust as public relations. Trust is governance. It is built through transparent permitting, credible compensation, community benefits, worker transition plans, local consultation, and visible delivery. If a government promises lower bills, safer homes, or new jobs, people will judge climate policy by whether those promises arrive.
The next phase of climate politics will also require a more mature understanding of climate belief systems. Secular scientific institutions need not become religious, but they do need cultural literacy. Faith communities need not become technical agencies, but they can help translate risk into moral responsibility. Social psychologists, including Dan Kahan and other researchers of motivated reasoning, have shown that facts travel through identity. Climate leaders who ignore that reality will keep mistaking resistance for ignorance.
The most promising climate coalitions will be mixed: scientists and pastors, engineers and tribal leaders, mayors and youth organizers, farmers and public-health officials, insurers and housing advocates. Their shared task is not to make everyone think alike. It is to make action trustworthy enough for people with different worldviews to join.
Climate trust is earned in the space between evidence and belonging. Science tells us what is happening. Culture shapes what we hear. Faith often tells people what they owe. Durable climate action begins when those forces stop talking past one another and start building institutions worthy of belief.
